Ruth, from Dorking, was last seen on a grey and gloomy afternoon in 1995 after she ordered a taxi to a remote woodland in Surrey.
The teen was in Box Hill, near the North Downs, an isolated spot often used by hikers and nature lovers.
As she left the cab the driver recalls she was dressed in a red jumper and black trousers with no coat - an outfit unsuitable for the wet weather on the hill.
He said he caught a glimpse of her standing stationary in the rain as he unnervingly drove off.

After that fateful Monday, November 27, Ruth Wilson was never seen again.
Schoolteacher Ian, the teenager's father, and his wife Karen Bowerman, a deputy head at a primary school, knew something was wrong when she didn't come home.
The concerned parents alerted the authorities and were desperate to find their missing daughter.
Cops were mystified as to where she could have gone and Surrey Police immediately opened an investigation to track her down.

Officers scoured the park where she was last seen, searching thousands of acres of land for a clue.
Dog teams were deployed, thermal imaging technology was implemented and a helicopter was sent out to assist with the frantic hunt.
In the following days Ruth's rucksack was discovered at the summit of Box Hill including her wallet and some money.
Dishearteningly, there was no sign of the missing girl.
Ruth's friend Catherine Mair said she found the size and speed of the operation extraordinary.
She told the Daily Mail: "I always thought it was odd that they launched such a huge search so quickly as teenagers often fail to return home on time."
Her teenage friend had led an unhappy home life and Catherine wondered if there was an aspect of her disappearance that prompted the search.
Despite hastily trying to locate her whereabouts, family, friends, and cops could not find the missing teenager.
A few days after she vanished, Ruth's parents went on This Morning on ITV begging for her to return.
She was never found or even seen again except for a mysterious CCTV sighting that might have been Ruth asking for a local newspaper.
The footage shows a distressed teenage girl but her identification wasn't confirmed.
Ian and Karen were convinced it was her and pleaded with her to come back, saying: "We love you so much.
"Just get in contact Ruthie, let us know where you are."
Years later, in 20026, Ian wrote a letter to his missing daughter saying they still had her Christmas presents from the year she was last seen.
Catherine doesn't believe the CCTV is her friend saying it "doesn't make sense" that she'd return if she wanted to get away from Dorking.
She added: "I find it hard to believe she took her own life but also that she managed to start a new life.
"What I do know is that I would love nothing more than for Ruth to just suddenly walk back into our lives."
The teenager appeared to live a full life with friends, relationships, and hobbies, but a shocking revelation turned her world upside down.
Growing up, Ruth was troubled by the death of her mum, Nesta, who she thought had died in a tragic accident.
When she was just a toddler her mother was said to have tripped down the stairs and broken her neck, according to the girl's father.
Ruth, who was three, appeared to blame herself for the freak accident and believed herself responsible until she decided to dig a little deeper into Ian's story.
Early in 1995, before she went missing, the schoolgirl visited the library with her then-boyfriend to look into the circumstances around her late mother.
To her horror, the pair discovered Ruth's mother hadn't tripped and fallen, but instead had committed suicide.
The death certificate confirmed she had taken her own life just weeks before Christmas.
Catherine continued: "Obviously it's crazy to find out that something you've been told your entire life isn't true, whatever the reasons.
"Ruth was distressed and confused and started asking some dark questions.
"She became fixated on getting to the heart of exactly what had happened."
As soon as Ruth discovered this dark secret she avoided staying home and frequently asked to crash at friend's houses.
The weekend before she vanished into thin air she took a couple of friends out to dinner and footed the bill - telling them it was "something to remember her by."
Curiously, the teen had also ordered flowers to her step-mum.
The Times reported that at Box Hill, where the young girl disappeared, three notes were found addressed to her father, step-mum and friend.
Cops have never confirmed these discoveries and the content of the notes were never publicly revealed.

Heartfelt tributes have poured in for Ruth over the years and a Facebook page was set up in her memory.
Surrey Police said it "continues to keep an open mind about what is behind Ruth's disappearance" but "at this time there is no further evidence to support any one particular line of inquiry about what has happened to Ruth".
